The Rural and Northern Immigration Pilot is a community-driven program that is aimed at making smaller communities grow. It is a permanent residency program that helps skilled foreign workers work and live permanently with their families in one of the participating communities. The communities will assess prospective candidates and recommend successful ones for permanent residence to Immigration, Refugee and Citizenship Canada (IRCC) for a final decision.

The basic steps to applying for permanent residence under this pilot program are:
Meet both IRCC and community specific requirements
Get an eligible employment offer from an employer located in one of the participating communities
Get a community recommendation
Apply for permanent residence
IRCC Eligibility Requirements
The IRCC have requirements that might be different from community-specific requirements. To meet the IRCC eligibility requirements, you must have the following
Work Experience: One year of continuous work experience in the past three years or graduation certificate from a public post secondary institution in the recommending city
Language requirement.
A minimum of CLB/NCLC 6 for jobs in the NOC 0 and A job categories; CLB/NCLC 5 in NOC B category; and CLB/NCLC in NOC C and D job categories
Educational Ccredential Assessment (ECA) report or Canadian Secondary School diploma; or a Canadian post secondary certificate, diploma or degree.
Settlement Funds
Financial proof of settling into your community with all members of family of your family whether they are coming or not.
Exemption: You are not required to proof settlement funds if you are already working legally in Canada as at the time you applied.
